Almighty God informs us about this in the verse of the Quran: "If We wished, We would show them to you and you would know them by their mark.." What God refers to here by mark is their gaze. The reason behind their purposeless gazes is that their souls are hollow.

Yet they don’t even refrain from committing the deeds declared unlawful by themselves. They say, "Otherwise everything would become lawful". That is the way Islam is; everything is lawful.
