The Prophet Joseph (pbuh) was alone. God made him the Sultan of the whole region. Dhul'Qarnayn was one person as well, God developed an environment for him. And he became the ruler of the world within a very short time. The Prophet Solomon (pbuh) was on his own, he became sovereign in a very short time. That is because they all are genuine believers.
