In the time of our Prophet (saas) there was Buddhism, there were all kinds of mischief. There was irreligiousness, there was idolatry. The dissension was not eliminated. What Mahdi (pbuh) would do is to annihilate the mischief in his own time. The laws and the legal system aim to bring forth beautiful and beneficial people. Legal system is a blessing to prevent all kinds of harms. We've seen the good in it. For instance Fazıl Say no longer says any inappropriate things against people, he avoids making indecorous statements.
