He says, ‘Do not say your conscience is clear and you will not go to hell.’ Because He speaks of people who become Muslims after being unbelievers, but who then fall back into unbelief, and then become Muslims again. A Muslim would never kill another Muslim. One who does that would be committing murder. Instigating murder, arbitrating murder are all like committing murder. Beware! ISIS is a Muslim group.
