Torturing a human being can never be deemed regular. Turkey should maintain its decisive stance against torture.
Torturing animals is moral turpitude. It is cruelty. Almighty God destroyed a nation because they tortured an animal; there is a verse in the Qur’an to that effect. The ruling against torturing an animal is very heavy. See that God ruins a whole nation. Those who do that are subjected to the wrath of God.

Attacking a person whose hands are tied and who is being brought among police officers, smashing his face in is a shameful, atrocious and feckless act. Beating up a man in prison, beating a man in a police station, beating a man in handcuffs is not an act of an honest person. It is the exact opposite.
